>> breaking news on nbc 10 news this morning. historically close, nbc news has called hillary clinton as the democratic winner of the iowa caucuses. it was a win by the slightest of margins. >> tonight is a victory for the grass roots. >> it's a different story across the aisle. a record-setting win for conservative senator ted cruz that deified nearly all the polls leading up to the caulks. cosby in court. the legendary comedian will stand before a judge today in montgomery county for alleged sexual assault. we are live in norristown this morning. good morning and welcome to "nbc 10 news today." i'm vai sikahema. >> i'm tracy davidson. 5:00 a.m. and 38 degrees in philadelphia. let's begin with meteorologist bill henley in the first alert weather center. morning, bill. >> morning, tracy. temperatures below freezing for parts of the area. not everybody is seeing that very cold air.

nice view across the battleship new jersey looking at center city. 38 degrees in philadelphia. here's the problem. pottstown, doylestown, just below freezing and wrightstown, could see icy spots. not everything dried out last night. after northeast philadelphia clears out we'll get sunshine. it could be icy to start with in south philadelphia. fifth and wharton, down to 31 degrees this morning. it will disappear, though, look at this, the warmup from 36 at 7:00 to 41 degrees at 10:00 and then near 50 degrees at 1:00 this afternoon, we will be in the 50s this afternoon. we'll go through the forecast neighborhood by neighborhood when i'm back in ten minutes. katy zachry is watching your first alert traffic on a tuesday morning. groundhog day. >> it is ground hog day. bill, ever been to punxsutawney? >> no. >> it's quiteç an event, i'll tell you. bill highlighted some potential icy spots in upper bucks and montgomery county. i'm keeping my eye out.

so far, nothing affecting the roads. 95, 76, 476 all in the green. average speeds in the 60s. this there are heads up. east falls, the falls bridge is closed through april. because of some emergency bridge repair work. it's open to bikers and walkers. that won't help you if you're driving. you'll need to realize that and maybe add five minutes to your morning commute. in montgomery county, franconia township, at cowpath road, watch out for that. when i see you in a bit, we'll take a look at delaware drive times. all right, katy, breaking news, nbc news named hillary clinton the winner of the iowa democratic caucus. bernie sanders and clinton are both at 50%, showing just how close this race really was.

>> on the republican side, ted cruz pulled ahead of the pack with 28% of the vote followed by donald trump, marco rubio and ben carson. senator cruz spoke to his supporters last night. >> tonight is a victory for the grass roots. tonight is a victory for courageous conservatives across iowa and all across this great nation. >> donald trump who lost by three points says in the beginning he was told he wouldn't even finish in the top ten when there were 17 republicans in the race. >> we finished second and i want to tell you something, i'm just honored. i'm really honored. i want to congratulate ted an i want to congratulate all of the incredible candidates. >> donald trump finished his speech by saying on to new hampshire. and we'feç been following the

historically close iowa caucuses race all morning long. nbc news has tagged hillary clinton as the democratic winner. >> drew smith is live in our digital operations center with a closer look at what the iowa results mean for the rest of the 2016 race. >> this first contest did somewhat support the ongoing story line in this campaign, that an outside populous message is resonating with the public. it does begin to chip away at donald trump's message that his movement is unbeatable and if senator bernie sanders so-called political revolution will actually be able to defeat the well organized hillary clinton campaign. but the results as you said were very close. anything could happen in the first primary contest held in new hampshire. we just talked with political expert shawna seamus who explained why you can't count on iowa to predict what's going to come next. >> it is an unusual process. the results themselves give us a little bit of information.

it's a very nonrepresentative piece of information. >> those quotes result on both sides also show how intense this race will get as we get closer to the next vote. a democrat inge debate scheduled for this week. this race goes all the way to november. it's just getting started. that's the latest in the digital operations center. drew smith, nbc 10 news. some of the candidates are already shutting down their campaigns just ahead, we'll show you which former candidates are now heading home. and coming up in the next half hour, we're live in iowa. nbc 10's lauren mayk was at one of the caucuses last night. she'll have a live report from des moines coming up at 5:30. this morning, comedian bill cosby is back in court in montgomery county as he faces sexual assault charges. matt delucia is live outside the courthouse in norristown. cosby's legal team, they're trying to dismiss this case against him, right? >> that's right. media outlets from all over the

country are waiting for bill cosby's arrival and what the outcome of this case is, whatç happens today could mark the end of the criminal proceedings against cosby. it all comes down to a supposed agreement between then d.a. bruce caster and cosby. cosby's legal team says back in 2005 caster promised not to prosecute him in exchange for a deposition. in that deposition, cosby admitted to giving a woman quaaludes before sexual contact with him. kevin steele filed charges last month, the district attorney now. as far as anyone knows, the agreement is not in writing and there is no court order. bruce caster is expected to take the stand to testify about that agreement, if there was one and what was said. this was caster when we spoke with him last year. >> i remember thinking that he probably did do something inappropriate. but thinking that and being able to prove it are two different things. >> if the judge agrees then,

5:13. decision 2016, governor chris christie pushes forward despite his poor performance in iowa in the presidential republican caucus. >> iowa is in the rearview mirror. we have to focus on what's going to happen here in new hampshire. >> he ended up at the bottom of the pack with 2% of vote. mike huckabee and martin o'malley both ended their race. be sure to tap the nbc 10 app for new developments.

this morning we have an update on that controversial comment from christie that sparked backlash. remember this? >> i don't know what you expect me to do. you want me to go down there with a mop. >> that was christie's response to a question about flooding recovery efforts at the jersey shore. well, the comment promised one man to start a go fund me page to raise money to send $1,000 worth of mops to the governor's office. he started the page toç raise awareness about the severity of the flooding along the jersey shore. now he says the page nearly doubled its goal, almost raised an additional $1,000 which he says he will give to the mayor of north wildwood. >> and happening today, a new report on how to get philadelphia kids into pre-k will be handed over to the mayor and city council. a commission has been analyzing early childhood education in the city. the goal is to get 19,000 3 and 4-year-olds into high quality affordable kindergarten in the city. today's report should include how to fund the initiative.

just about 5:15. new video shows the fine aal moment before amtrak 188 derailed. these grainy images show the train tipping over last may. they are part of the ntsb's report that was just released yesterday. engineer brandon bostian's interviews included in those documents, right after the crash and six months later were different. amtrak 188 was speeding when it derailed. bostian is suspended without pay. he has not been criminally charged. lawyers for more than two dozen crash victims say the engineer changing memory is a red flag. >> they want to hear from him under oath. eight people were killed when the train crashed last may, including a naval midshipman,

bank executive and a tech company ceo. victims and their families filed more than 60 personal injury and wrongful death lawsuits in this crash. they're being consolidated and assigned to a federal judge here in philadelphia. joshua gotbaum says most of the time it's fine but when trains shake he gets nervous. á5ñ he has faith that the ntsb will get answers. >> what i hope comes out of the ntsb process and out of the whatever legal process follows it is two things, one is some justice and two is changes in the way amtrak operates so that this doesn't ever happen again. >> right now on the nbc 10 app,

read both engineer brandon bostian's interviews with the ntsb. we've also posted new photos from the derailment scene. the truck driver involved in the deadly accident that injured comedian tracy morgan has pleaded not guilty. >> kevin roper appeared in a mercer county courtroom yesterday. he's facing aggravated manslaughter and other charges. that crash happened on the new jersey turnpike back in june of 2014. hoper was driving a walmart truck that slammed into the van that morgan was in. federal investigators say roper hadn't slept for 2 hours before the crash. roper's lawyer disputes that. this comes as morgan is preparing to go on a standup comedy tour, the picking up pieces tour launches friday in indiana. the comedian will also make several stops in our area, including atlantic city, wilmington and reading. 5:17 and 37 degrees outside. let's check your ride to work on this tuesday morning. >> katy zachry is in the first alert traffic center for us. >> welcome back, vai,

congratulations. >> thank you. >> that's really exciting. things have been running smoothly so far this morning. we have long-term construction to tell you about on 95, the on ram foreign policy girard avenue to 95 northbound, that is closed because of a long-term construction project. moving north into montgomery county, i told you about a disabled vehicle in franconia township. that has since cleared. that's good news there. moving out into 422 in the areas there, trooper road, 422 volume is picking up slightly, especially as you head eastbound. we know westbound gets busy as "t)qq( my eye on it, especially around trooper and let you know when things clear. a quick check of area bridges, everything is looking good right now. tacony palmyra, the betsy, the ben, the burlington bristol. the arms have not gone up to allow for any ships to pass through. i'll let you know if that happens. now your nbc 10 first alert weather with meteorologist bill henley. >> coming up on 19 minutes after

5:00. it's a colder start in the suburbs than in the city. this is a live view from center city looking past the art museum this morning. 38 degrees at philadelphia international. but that being said, there are cold spots out there and it didn't completely dry out from yesterday's rainfall. you may see some areas of ice. it's more likely north and west. the pocono mountains, still snow on the ground, lots of it. it will be a great day for skiing. what a beautiful spring skiing conditions with sunshine today. in fact, we're all going to engine sunshine today. the clouds from yesterday, they are way offshore. but there's another system on the way. this storm is producing snow and rain right into nebraska. they're getting the brunt of it right now. it's pushing into iowa as well. this is going to arrive here only as rain, though. as the temperatures will be much warmer tomorrow than even today. today will be a nice warmup.

sunny skies, mild, 50 to 54 degrees this afternoon. the winds stay light out of the north, anywhere from 3 to 8 miles an hour. tomorrow morning, won't be all that cold. upper 30s again. look at that afternoon warmup. 65 degrees. we'll see a windy, wet and warm day. a few showers in the morning and then heavier rainfall in the afternoon. that could be a problem for areas north and west. still have lots of snow on the ground. much of that will be melting over the next couple days, however. gusty winds and clouds around on thursday. we'll be drying out thursday, bright sunshine back friday and milder weekend after some cold mornings saturday and sunday will beç close to 50 degrees. then we'll be watching monday for a chance of rain and snow. >> thank you, bill. just ahead on nbc 10 news, the need for donations. the red cross still needs your help to keep up with the local blood supply in the wake of the blizzard of 2016. we'll tell you how you can do your part today.
